Pull Out

If the string is pulled out early and get all does not retract? This issue does not start electric?

On my Sportsman 500 HO Electric early 2008 will not engage. Just wondering whether the pull start is pulled all the way and does not retract (water and dust) does this Indeed, the electric start.
